Transformational Leader in Research, Intelligence, and Social Impact
A senior strategic leader with a deep commitment to collaborative, evidence-informed practice, Si Chun forges strong partnerships that empower communities and amplify seldom-heard voices to drive inclusive, transformational change. From reshaping the regional research and intelligence ecosystem to championing social impact organisations and advancing community wealth building, Si Chun works to transform power structures and create the conditions for all people and communities to truly flourish.

An economist by training, Si Chun has led research and transformation programmes across public health, social care, and education. In Coventry, Si Chun advanced the city's research and intelligence function, delivering high‑quality, actionable insight to advance priorities in health and wellbeing, severe and multiple disadvantage, and cultural regeneration. During the COVID‑19 pandemic, Si Chun coordinated epidemiology and intelligence across Coventry, Solihull, and Warwickshire.
At the West Midlands Combined Authority, Si Chun is reshaping the region's research, intelligence, analysis, and data ecosystem — aligning strategy with Mayoral priorities, embedding research ethics, building a community of practice, and overseeing flagship outputs including the West Midlands State of the Region report and the WISE newsletter. Si Chun has embedded the region's Inclusive Growth commitment into practice, ensuring strategies and programmes are consistently assessed for co‑benefits, social impact, and environmental outcomes.
Beyond this, Si Chun serves as a trustee of Grapevine (Coventry and Warwickshire), a charity nurturing trusted relationships between local people and the institutions that shape their lives, and leads both the Policies for Happiness Village and the UK Hub of the Economy of Francesco — an international movement dedicated to building a vibrant, inclusive economy that leaves nobody behind.
